Foreign Labor Certification
The Foreign Labor Certification program processes foreign nationals coming to Mississippi to work, study, do research, or teach under the Alien Employment Certification program. The program is designed to assure that the admission of aliens into this country to work on a permanent or temporary basis will not adversely affect the job opportunities, wages, and working conditions of U. S. workers.
Permanent Applications
On March 28, 2005, the Department of Labor implemented the Program Electronic Review Management system (PERM), a system for processing alien employment certification applications through the U. S. Department of Labor using machine-readable forms for faster processing. Under PERM, all new permanent applications for work in Mississippi must be filed directly with the federal processing center in Atlanta. All permanent applications currently on file, including those in progress, and applications received postmarked on or before March 27, 2005, will be sent to the federal backlog reduction center in Philadelphia, Pennsylvania. Any permanent applications received which are postmarked on or after March 28, 2005 will be returned to the employer with instructions to file the application under PERM.

Temporary Applications
